Can I use two 12v rails from my psu to power one graphics card? (i need 30 amps, have 16 per 12v rail)?

I want to get a radeon x1950GT graphics card, but it needs 30 amps, and my PSU only puts out 16 amps per 12v rail. Can i combine two 16 amp, 12v rails to make a 12v 32a rail? Can i work my way around not having enough amperage on the rail without buying a new PSU?

Also, Can i safely use an adapter to turn a flat (horizontally alinged) 4-pin power plug to a 6-pin plug? (also, do they sell adapters that would let you plug two plugs into one adapter?)
