why does my tv tuner turn to black & white? and the image is not clear either?

i have an external tv tuner for my laptop.
I live in Germany- Munich, in my college dorm, and i don't know where does the signal come from. The tv tuner is called: winfast palmtop TV.

It's been a while since I've seen a problem like that because it's a symptom of a weak analog signal being received via an over-the-air (OTA) antenna. If you're not in the U.S., perhaps that's your problem. (No OTA analog stations in the U.S.) A weak analog color signal will revert to black and white as it gets weaker and you start to see snow on the screen.

If you're in the U.S. and/or not using an OTA antenna, update your question with more detail about your signal source and you may get a better answer.
